Biography
Richard Peng is an Associate Professor of Project and Supply Chain Management in the Black School of Business at Penn State Erie, The Behrend College. He serves as Chair of Strategic Priorities and Accreditation for the Black School of Business. He finished his Ph.D. in Management Science from the University of North Texas. He received his Full Time (Cohort) MBA from the University of Texas at Dallas and a bachelor’s degree in information engineering from the Nanjing University of Aeronautics and Astronautics. Before joining Penn State Behrend as an Assistant Professor of Project and Supply Chain Management, he worked as an Assistant Professor of Operations Management at Eastern Washington University, a Teaching Fellow and Research Assistant at the University of North Texas, and a Teaching Assistant at the University of Texas at Dallas.
He is an active member of the American College of Healthcare Executives (ACHE), the American Society for Quality (ASQ), the Decision Sciences Institute (DSI), the Institute for Operations Research and the Management Sciences (INFORMS), the Production and Operations Management Society (POMS), and the Project Management Institute (PMI). He served as a reviewer for over thirty research journals including Computers & Industrial Engineering, Decision Sciences, IEEE Transactions on Engineering Management, Information & Management, Industrial Management & Data Systems, International Journal of Healthcare Technology and Management, International Journal of Logistics: Research & Applications, International Journal of Production Economics, International Journal of Production Research, Journal of Cleaner Production, Journal of Health Organization and Management, Journal of Operations Management, Journal of the Operational Research Society, Production and Operations Management, Sustainable Production and Consumption, Technological Forecasting and Social Change, and Transportation Research Part E: Logistics and Transportation Review et al., and session organizers/chairs and invited panelists for academic conferences. Currently, he serves on the Editorial Advisory Board for the Quality Management Journal and as an Associate Editor for IIM Kozhikode Society & Management Review.
His research articles have been published in journals including Computers & Industrial Engineering, IEEE Transactions on Engineering Management, Health Marketing Quarterly, Industrial Management & Data Systems, International Journal of Production Economics, International Journal of Production Research, Journal of Cleaner Production, Operations Management Research, Quality Management Journal, Resources, Conservation & Recycling, Total Quality Management & Business Excellence, and Transportation Research Part E: Logistics and Transportation Review, et al. His research and teaching areas include agile project management, healthcare operations, operations management, project management, quality management, supply chain management, and technology management.
He serves on the Member Services Committee of DSI and as VP of Events for the POMS College of Operational Excellence. He also serves on the Carol J. Latta Memorial Early Career Research Award Committee of DSI (2024 & 2025) and the Gryna Award Committee of ASQ (2021-present). In addition, he served as an Advisory Council Member for the Southwest DSI from 2019 to 2023.
He holds a certification of Certified Analytics Professional-Expert (CAP-X) from INFORMS, a certification of Certified Manager of Quality/Organizational Excellence (CMQ/OE) from ASQ, and Project Management Professional (PMP), PMI Certified Agile Practitioner (PMI-CAP), and Disciplined Agile Scrum Master (DASM) certifications from PMI. He received the Inspire Award (2020), Early Career Scholarship Excellence Award (2020), and Scholarship Excellence Award (2025) from the Black School of Business at Penn State Behrend. He was inducted as an honorary faculty member into Beta Gamma Sigma in 2024. He serves as a Distinguished Honors Faculty for the Schreyer Honors College of Penn State University in 2024-2025 and as an Assessment Champion for Penn State University in 2025-2026.
