FBI Director James Comey's disclosure in the final days of the 2016 election that the bureau had revived its investigation of Hillary Clinton's emails was "unethical and unprecedented," said Douglas Charles, associate professor of history at Penn State Greater Allegheny, during a program Feb. 6 at Penn State Behrend in which he discussed his study of the FBI and its handling of sensitive information.
